On Optimization Of Investment Decision-Making Mechanism Of County-Level Government Program

Growing with the reform and opening, the economic and social has got unprecedented development. Practical experience shows that government investment is the direct driving force of the economic and social's development, which is an important component of national economic development. Because our government's investment decision-making mechanism is inadequate, the phenomenon of project decision-making's error frequently occurs, which has caused tremendous losses interests of the state and the public. The academic doing research on decision-making mechanisms for public investment project aims at the general government. The paper on investment decision-making mechanism of county government is little. Therefore, this research has some practical significance.This paper uses literature review, comparative analysis, case analysis and other methods. Firstly, the paper explains the theories related to government investment decision-making. Secondly, the paper reviews the current situation about the mechanism of our county government investment decision-making, including the basic characteristics and achievements. Again, the paper takes the process of Shuangfeng's construction on waste treatment plants and sewage system for example. And then, empirically study on disadvantages and reasons for our county-level government investment decision-making. Finally, the paper suggests effective optimized way to solute the problem.Through research and analysis, this paper believes that optimization of the mechanism of county government investment decision-making should do as follows: introducing "non-feasibility study" approach; introducing mass participation and expert consulting system; strengthening legal construction of decision-making; strengthening responsibility accountability system of decision-making mistakes.
