Education is the foundation of underlying all efforts to build the country, the core content of developing the county through science and education and the important thing related to national strategic development. Educational resources are the prerequisite for education. With the rapid development of economy and society, education which has made great achievements and has made outstanding contribution for the development and process of china since the opening-up and reform and the recovery of the college entrance examination system are being paid more and more attention. However, due to various reasons, there is the serious educational inequality by the reason of unreasonable educational resources. Irrational allocation of educational resources and of the non-balanced development of educational status brings great negative impacts, which restrict the healthy and rapid development of education in China and hinder social progress and harmonious society. In this paper, there are many advantages on studying the public satisfaction for the educational resources of local governments such as government tilting and optimizing the allocation and distribution of the educational resources oriented the public satisfaction, meeting the needs of public education, alleviating social contradictions, promoting social equality and harmonious society.The main content and contributions of the research are as follows:Firstly, elaborating the study background of educational resources at home and abroad, putting forward the purpose of this study, and analyzing the study significances from the theoretical and practical aspects. Analyzing the content of educational resources and building a theoretical framework of educational resources by deifying the related concepts. Analyzing the paths of public satisfaction of educational resources in local governments based on the public satisfaction and educational resources satisfaction.Secondly, constructing the public satisfaction model of educational resources in local government by analyzing the modeling ideas and the modeling methods of Fornell and classic customers (the public) satisfaction index, combining with the way of educational resources in local governments, selected the relevant variables and proposing structure relationships hypothesis, which wasFinally, Yuhu area and Yuetang area of Xiangtan City in Hunan province as the research object, making the questionnaire according to the variable system of educational resource model in local government, evaluating the models with the data collected through field sampling, and putting forward relevant suggestions by analyzing results of empirical research.
