Government employee system is one of the HR innovation practices which oriented from European country. As one of the makeup approach of civil servants'system, the implementation of government employee system actually could improve the effectiveness of government administration as well as its professional service level. Definitely, the appearance of government employee system is the outcome resulting from the development of public administration innovation which compensated the defects of the traditional rigescent personnel mechanism. In view of above aspects, government employee system plays a significant role. Meanwhile, as a burgeoning phenomenon in public area, China also starts research and trial on this kind of mechanism, especially on its inner system arrangement, vision and procedure design, including importing practicing experience and expertise from western countries and try to push the government employee system in local governments. In view of the truth that any practice needs the support and guide of regarding theory to achieve the expectation, recently, more and more scholars begin to pay attention on the living status of government employees as well as the trial result of this system. In addition, systematic theory research has also commenced.In 2002, several Chinese local governments follow the lead of Jilin municipal government and started to hire government employees. However, we encountered many problems when practicing. Besides some reasons of unreasonable system arrangement, incomplete policy and unmatched lows, this essay puts forward another different hypothesis:From the view of organizational culture, so far our governmental culture affects the performance of government employees in some aspects which results in falling flat. Based on this hypothesis, the essay puts forward below argument by approach of case study and analysis for Wuxi Hi-Tech Development Zone:organizational culture plays an important role in pushing government employee system successfully and we can resolve some current problems by reinventing government organizational culture.
