The Research On Defects Of Government's Policy Guidance On RNGO And Countermeasures

With the changes of Chinese social structure in near two decades, a large number of Non-Governmental Organizations are developing.In rural area, following the expansion of"farmer's reorganization', Rural Non-Governmental Organizations (RNGO) also being establishing and developing, and play a more and more critical role in the rural public governance. However, the development of RNGOs is leading by government, and currently RNGO couldn't locate in a healthy way of development without government's support. Nowadays, under the circumstance that, central government is making great efforts in helping"agriculture-rural areas-farmers", improvement of people's livelihood and promotion of the integration of urban and rural development, and the transformation of government functions and institutional reform, starting the research of how government to help the rural non-governmental organizations in effective policy, meets the overall demand of the socialist new countryside construction and building "service government".This article is based on the theory of multi-center management, which is the important theory for building civil society, to illustrate the RNGO's concept, function and the relationship with government and the theory of multi-center management's concept, characters and the inner connection between government and RNGO, which settle the theory foundation for this paper. Then, through the transformation of government management and the description of current development of RNGO, in the view of village cooperative management, using the core contents of the multi- centers management theory, which is "collaboration and competition, diversity and common management" as the breakthrough point and combine my research of RNGO in tri-city Changsha-Zhuzhou-Xiangtan, analyzes deeply the policy absence dilemma which the RNGO faced and reasons lead to the policy absence from the subject establishment, cooperative governance, conflict solution and support degree, meanwhile, provides practical basis. Lastly, based on the combination between theory and practice, this paper did the tentative research of how the government provides effective policy support for RNGO from the organization and attendance of subject establishment of the village management by RNGO, establishment of cooperation mechanism, the improvement of core mechanism of dealing with the conflicts and optimization of support system. Multi-center management theory is a popular one in developed countries, NGO in developed nations expand in a vigorous and energetic way in terms of the theory's influence."Better spinning than desiring the fish near the pool."This text is in the purpose of making the theory of multi- center management to find the agreement between the policy supports for RNGO by government and the healthy development of RNGO. At the same time, it provides the new view and beneficial suggestions for the improvement and creativity of government support policy.
