The Study Of Civil Service Wage System Reform

As a civil servant civil service wage labor income, reflecting the civil service labor value, not only in attracting, retaining, and motivating public servants play an important role, but also affects work performance management performance of the civil service and government organizations. Civil service wage system is an important part of the national civil service, but also an important part of the income distribution. Distribution of wages of civil servants, involving income and the vital interests of the public service, the overall situation of national economic and social development. At present, China’s civil service wage system exists legal system is not perfect, the overall low level, inter-regional, inter-departmental unreasonable gap between the larger and the civil service wage determination mechanism and the normal growth mechanism is not yet formed and so on. In this paper, based on the theory of human resource management, drawing management, economics, sociology and other related theories, take literature research and comparative analysis, based on the theory of the civil service salary system related to domestic and summarized on the analysis of the existing civil service wages system problems and sort out the current main obstacles found civil service reform wage system, and propose appropriate policy recommendations. The main innovation of this paper is to reform the civil service salary system in the backdrop of China’s macro-reform, establish top-level design of the reform concept, out of civil service reform wage system reform sight to look at itself, and to clarify the civil service wage system reform obstacles, focuses on the perfecting related legislation to strengthen top-level design, and promote transformation of government functions, co-ordinate reform of view, put forward ideas and countermeasures.
