China is experiencing a critical period of economic and social transition. Due to the division, conflict and reformation of interest, there arises an increased tendency of mass incidents which in turn becomes an important factor that affects the social security and stability of our country. Mass incidents signify both the intense social division and reduction of social security. How to address this issue properly is key to building up a harmonious society and we must attach great importance to it. Based on the relevant theoretical regulations for mass incident control, combining with the regional characteristics of the northwestern nationalities and drawing on overseas advanced emergency handling and supervising experiences, the author analyzes in this paper the main problems existing in the administration of emergency response practice in the northwestern regions and thus put forth a basic framework which is practical, operational and efficient in dealing with emergent mass incidents in northwestern multiracial regions. It is expected that this framework can be used as reference for the government's policy-making concerning creating and updating emergency handling mechanism of the nation.The paper is divided into five chapters:Chapter I, Introductory Remark. Beginning with practical measures of emergency management, it introduces background information , theories, and viewpoints of both overseas and domestic references, research papers and studies, with emphasis being laid on the importance and necessity of emergency handling mechanisms.Chapter II deals with general analysis of theories about mass incidents and emergency handling practice. This chapter defines and clarifies the basic concepts and features of mass incidents, which is essential in emergency management.Chapter III focuses on the analysis of the status quo in mass incident management in northwestern multiracial regions with a view of finding out the cause behind such incidents and countermeasures to address them.Chapter IV In this chapter the author compares and contrasts the international advanced emergency handling practices, such as those implemented in the US, Japan and Russian, and sums up their main features so as to provide reference for the government in creating and updating emergency handling mechanism of the nation.Chapter V concerns with the construction of emergency handling system in northwestern multiracial regions. Six principles are put forward concerning how to construct an emergency handling system in northwestern multiracial regions, which should be framed on the basis of the following four countermeasure suggestions.
