Study On Service Capacity Of Township Government Web Site In The Minority Areas

With the rapid development of economic integration and informatization, the information technology, with internet as its core, is playing an increasingly important role in the process of society development.As the supreme owner, user and promulgator of social information resources, government has been greatly influenced by the trend. Currently, China's government informatization construction has successfully entered upon a new phase, building a comprehensive e-government system, of which the key point is to build the government websites.However, while the government websites construction of central, provincial and municipal governments are growing at a high speed, most township government websites still lagged far behind, especially those underdeveloped areas. We must recognize that the township government, which is the grass-roots political power of China, are closely related with fundamental profit of the widest people. So that, their informatization level will directly determine the level of government's e-government construction. Moreover, the construction of governments' websites in remote and inconvenient minority areas can not only reinforce the information exchange between diverse regions, but also enhance their the service capacity. Therefore, the study on the construction of township governments' web site in the minority areas, and figure out the development countermeasures, are of great theoretical and practical significance.The first chapter described the significance, current status, mentality and innovations of this task. The second chapter, theoretical basis, illustrated the content of government websites, including the definition of the concept, development phase and the classification of service function. The chapter also stated the meaning of government service capacity and service-oriented government .Moreover, this chapter introduced the exploration and practice, which the governments have attempted to enhance their service capacity. Lastly, the chapter analyzed the connection between government portal websites construction and enhance of their service capacity, and then declared the urgency of construct township government websites in the minority areas. In order to get a comprehensive and objective understanding about the service capacity of China's ethical township e-government platform, the author has done an online survey including 32 township government portals from 8 different provinces, and figured out the statistical analysis with the help of 3 one-level indicators, form and content, service function and quality, 7 secondary indicators and 31 third class indicators. Based on the research, the third chapter made a conclusion about the service capacity level of China's ethical township e-government service platform. The fourth chapter furthered the analysis, summed up common problems, which exist in the township government websites of minority areas, and probed into the deep-rooted reasons that cause those problems. According to the information ecological, geographical environment and cultural characteristics of the townships in minority areas, the last chapter put forward five suggestions in order to play a catalytic role in enhancing the service capacity of ethical township e-government platform.
