Research On Supervision Of The Leaders Of Beita District In Shaoyang City

As a part of party construction, the supervision of leaders in The Communist Party of China (CPC) and the governments is emphasized on following by the formulatationn of many supervision system and policies. Based on the context of Beita Distribution in Shaoyang City that is a city of Hunan Province, the supervision of leaders is examined.At first, a literatures review on the supervision of leaders is provided from three aspects. One is related to the viewpoints of the leaders of The Communist Party. Another includes the theoretic analysis of the supervision of leaders. Additonally, some specific context such as universitys and state-owned enterprises is rooted in to examine the supervision of leadersSecond, the present state of the supervision of leaders of Beita Distribution in Shaoyang City is studied. The economic and social development procedure of Beita Distribution in Shaoyang City is introduced. The main content of the supervision of leaders of Beita Distribution is analyzed from two aspects, that is, the power implement of leaders and their personnal behavors. Then, the functions of the supervision of leaders of Beita Distribution are discussed from such four aspects as prevention and protection, restriction, rectification, and penalty. Additonally, the organizational mechanism and its responsibility in charge of the supervision of leaders is explored.Third, the supervision mechanism and institutions of leaders are investigated. On the supervision mechanism aspects, a multi-dimension supervision mechanism is constructed by Beita Distribution, which includes four kinds of integration. That is, the integration of individual supervisionand collectual supervision, the integration of prevention and penalty, the integration of procedure and outcome, and the integration of the internal supervision and external one. Such fourc aspects related to each other to constructer a supervision network. On the supervision institution aspects, Beta Distrition only only obeys with the supervision institions from the superiors but also obey formulates its own supervision institution aspects. The implement effect of the supervision institution is also dicussed.Forth, some important problems on the supervision of leaders of Beita Distribution are examined deeply.
