In modern society, the increasing demands for social services made the supply much more diversified, professional and meticulous. As a social management way which has been proved to be effective, Government purchase of public services, is generally accepted and welcomed by the international community.While in our country, the role of government is changing from the "versatile" toward the "service" type with fine division, during the process of transforming Government purchase of public services has become increasingly well known and accepted by the pubic. In order to meet the growing demand for public services and the transformation of their own requirements, government departments at all levels are actively try and practice in Government purchase of public services.As the main target of government purchase, social organizations for their special properties have inherent advantages in providing public services. These social organizations have put through fresh strength into the supply of public services, but due to various internal and external factors, the quality problems of public services which provided by them is now placed in front of us. This is greatly limiting the Government purchase of public services to play a greater role, and becoming a bottleneck of this system, it is necessary to get more attention.Based on the theory of principal-agent, I tried to analyze the existing situation of the quality control about public services from social organizations in four perspectives-----policy institutional environment, government supervision and management, the third party's assessment, and public supervision, combined with the case study of the Shanghai Lequn Social Service Agency. Hoping can find the existing situation of this organization, and explore the difficulties of service quality control in its actual operation, at last find out the underlying causes of the problem and propose a valuable response. Based on the analysis of this case, hoping can draw some inspiration and looking forward to conclude the future direction of the government purchase's quality control, so it may explore its future use.
