Zhengjiang Province Wetland Protection Legislation Reserach

Wetland is important resources to guarantee of global ecological safety and sustainable economic development,as we known that ,it has important value in economic ,but the more important ecological value is not known .With the rapid increase of the global population and development of industry-agriculture.because human irrationally utilize the wetlands,which leads to less and less natural wetlands area.overall ecological function and biodiversity fallen sharply. and then accompanying natural disasters alert governments and people,such as earthquakes and drought, Made governments and people's lives and property are threatened .As the total economic output of Zhejiang in the national front-runner,however,which brings negative effect is to wetland ecological environment pollution and destruction and in excessive consumption of resources. Due to the existing laws regulating has not enough to protect these,which are plagued by bullying wetlands.Based on this,this paper firstly put forward legislation framework of zhejiang province in the wetland protection,separately from the construction of legislation idea, management system and legal system to explore aspects.This paper as Zhejiang Province of wetland protection legal relation resources for the study,from the wetland concept definition starting combing the domestic and international wetlands meaning and make our province the wetland should be taken to the definition.Then basing on the conservation status of present wetland resources in Zhejiang,and the use of comparative method,lead to the legislative status of wetland protection in Zhejiang Province and other provinces,domestic and overseas legislation the concept of wetland protection,management system and comparative legal systems and the Zhejiang Provincial Wetland Legislation. Pointed out that the current law does not satisfy the conservation of wetland resources in Zhejiang Province the practical needs,there are gaps and deficiencies.Finally,the idea of legislation on wetland protection in Zhejiang Province,Zhejiang Province should learn from foreign advanced protection of wetland resources experience in legislation,the use of classification analysis method to the concept of foreign legislation in some developed countries,the management system and the law System imported.This article aims to establish and improve wetland protection law providing a useful exploration expertise and advice.
