Research On Administrative Accountability Mechanism From The Perspective Of Responsible Government

China broke out the SARS crisis in 2003.Administrative accountability stepped onto the stage of China national governance from now.The purpose of constructing administrative accountability mechanism is to promote our country responsible government construction.It is to realize supervision and restraint of administrative from responsible angle.Lucubrating our country administrative accountability mechanism has great theoretical and practical significance to achieve the modemization of the national management and build a harmonious socialist society.Environmental accountability as an important government function of our country administrative accountability mechanism fits current event as well as has many cases.This article accounding to the demand of ecological civilization construction by general secretary Xi Jinping.With the help of one environmental accountability case to analyze and discuss on the administrative accountability practice process issues,and find out advices to establish an special administrative accountability mechanism suitable for China's political system.The article includes an introduction,text part and peroration.The introduction mainly expounds the significance of studying the administrative accountability mechanism in combination with practice,analyze and study the main research results at home and abroad,existing major points of view and difference,problems in the research and relevant research evaluation.Putting forward the basic ideas,key point,difficulty and innovation.In this article,the methods of literature analysis and observation are used.Chapter 1 This chapter elaborates the core concepts and theoretical basis.The core concert is mainly defined from four aspects:the concept of accountability,which defines the connotation of administrative accountability mechanism,the connotation of responsibility government,and the concept of administrative accountability.The main theoretical basis is the marxist theory of state governance,Xi jinping thought on governing the country and the theory of service-oriented government and the early thoughts of the communist party of China on administrative accountability.Chapter 2 This chapter discusses the origin and development of administrative accountability system in China.This chapter is to sort out the administrative accountability system in China,and to investigate the structure and operation mode of the administrative accountability mechanism in ancient and modern China and the importance of the administrative accountability mechanism to the establishment of responsible government.Specifically including the following content: in the ancient Chinese accountability thought,mainly discusses the qin dynasty's official accountability,tang dynasty's supervision system and qingdynasty's official accountability system,and then discusses the development of China's accountability system from 2003 to 2012.Finally,the importance of administrative accountability mechanism to the establishment of responsible government is discussed.Chapter 3 Taking China's environmental protection accountability as an example,this paper expounds and analyzes the problems existing in China's administrative accountability.In this chapter,the typical case mainly used is the case of the investigation of black and smelly water body in urumqi city.This paper focuses on the analysis of the problems of administrative accountability in China in the new period,such as the lack of strong accountability of the people's congress,the unscientific determination of the object of administrative accountability,the non-standard methods of accountability,the imperfect laws of administrative accountability,the imperfect procedures and mechanisms of administrative accountability,and the relative weakness of foreign accountability.Chapter 4 This chapter mainly expounds the suggestions and countermeasures of establishing effective administrative accountability mechanism.It mainly includes promoting the central legislation of administrative accountability,and strengthening the construction of supporting system of administrative accountability.The peroration expounds purpose of establishing administrative accountability mechanism is to establish a responsible government that serves the people and is truly responsible to the people.This paper points out the problems of the current administrative accountability mechanism and puts forward the hope.
