Performance appraisal of civil servants as a common means of management has been applied to the daily management of civil servants.Requirements in party nineteen major organs at all levels to "improve the cadre evaluation mechanism",General Secretary Xi Jinping also stressed that "to identify cadres,kung fu in normal times",establish and improve the civil service examination system,using scientific,fair and effective performance appraisal method,can effectively improve the efficiency of government administration,strictly manage and supervise the cadres,improve the cadre work enthusiasm,optimize team construction.Taking Langfang Water Authority as an example,this thesis introduces in detail the institutional framework and specific methods of target performance assessment for civil servants of Langfang Water Resources Bureau.Through in-depth investigation and summary of domestic and foreign advanced experience,combined with the situation of issuing questionnaires to global personnel,this paper analyzes the existing civil servant target performance appraisal system assessment subject,assessment index formulation,practical operation,assessment results feedback four aspects.Finally,a new performance appraisal system was established and the five first-level indicators "virtue,ability,diligence,performance and honesty" were further refined into 15 second-level indicators to clarify the content of indicators and the specific evaluation content of each indicator.In order to quantify the assessment indicators,the current general analytic hierarchy process(AHP)was used to determine the weight of each indicator.The 360-degree assessment model is used to determine multiple assessment subjects,improve the preparation and implementation of the assessment process,increase the use of assessment results,make the assessment work more fair and scientific,enhance the assessment management,incentive and promotion role.
