To build the service-oriented government, implement performance management, achieve the maximize efficiency of government work, improve the government’s ability to perform its duties and service, will not only be the needs of the administrative reform of new period, but also the objective requirements to transform from administration-oriented government to service-oriented government. Government Performance Management (GPM) refers to use scientific methods, standards and procedures to make the evaluation of government performance and actual work as accurately as possible, and then improve and enhance the government performance.First, this paper introduces the situation of performance management in domestic and international scope, and further analyzes the advance of government performance management in Britain, American, and South Korean, which having great significance for the implementation of Government Performance Management in China, then introduces the model, characteristics and the outstanding problems of government performance management in our country. Aiming at the problems existed in our government, like distortion values, single subject in performance evaluation, unreasonable indicators set in performance evaluation, and lacking of system and legal protection, and combining with the orientation of service-oriented government construction, this paper actively explores the performance management system of service-oriented government that fits our national condition, in the domain of content of service-oriented government performance management, innovative service-oriented government performance management values, path of building a service-oriented government performance management system, and improving government performance management system and legal protection, etc.Theories guide the practice. To explore and establish a Performance Management System suitable to RenCheng District, this paper analyzes situations of government performance management and problems existed in RenCheng District, through questionnaire and conferences. Focusing on establishing government performance management system, the paper actively completes GPM system under the concept of service-oriented government, and further studies how to use BSC ( The Balanced ScoreCard)to interpret, convert and implement the mission, values, vision and strategic entities of authority’s whole strategy, researches how to set key performance indicators and requirements of BSC’s four dimensions in the party and government organs. Finally the paper summarizes the significance that government performance management brings to BSC. All of these are with a view to improve the government efficiency, and gave a powerful impetus to ensure sound and rapid economic society.
