Study Of Strengthening And Improving Inner-Party Supervision System Of Liaoning Provincial Government Agencies

To strengthen and improve inner-party supervision system is a bottleneck issue for party-building among government agencies. It is of vital importance and also very pressing that construction of the Party's ruling capability and its advanced nature, which promotes party conduct and administration style and brings along good social conduct, be reinforced. The paper is based on both research study and basic inner-party supervision theories and closely related to reasonable thinking of practices when performing duties, thus summarizes the status quo of government agencies'inner-party supervision within Liaoning Province and gives recommendations on how to strengthen and improve the system.There are four chapters. Chapter One briefly introduces the purpose, significance, formation process, research methodology and possible innovations of the paper. Chapter Two demonstrates basic theories on government agencies'inner-party supervision, and rules and regulations of the Party's internal laws and regulations on inner-party supervision. Chapter Three clearly shows real inner-party problems, which include the subject of supervision being weak when implementing supervision, the object of supervision lack of awareness of being supervised, focus of supervision unclear, ways of supervision simple, channels of supervision not going smoothly and effects of supervision not obvious, etc. This chapter also analyses; from lateral aspects, reasons of the dominant problems existing in the design and implementation of inner-party supervision regulations, influence of "GuanBenWei" thought/traditional Chinese officialdom, influence of hidden rules of government agencies and the Party's team lives/internal training courses, etc. Chapter Four gives recommendations that would strengthen and improve inner-party supervision system among government agencies. These recommendations aim at pushing ahead innovations of supervision, building of clear government and internal democratic system, and also reflect time characteristics, are in accordance with Liaoning's real situation.
