Research On Liaoning Provincial Government's Response To Crisis Alert Of Internet Public Opinion

Citizens' sense of political participation and democratic consciousness have been strengthened.The way of information transmission that is not limited by time,space and place brings about the emergence of Internet public opinion,which brings unprecedented challenges to the management of government.Timely study,reasonable control and correct guidance of network public opinion are the test of the government's ability to govern and the ability of emergency management.At the same time,the network of public opinion and traditional public opinion compared with new features and unique law of development,crisis early warning and monitoring in different stages of development of the network public opinion,the warning level,take corresponding measures,timely control of network public opinion,public crisis prevention,reduce the occurrence of loss of life or property of the public.Through literature retrieval and analysis,the paper learned about the research results of the Internet public opinion at home and abroad,crisis warning,and the government's response to the Internet public opinion crisis warning field.Based on this,the new public management theory,governance theory,and life cycle theory are used as the basis for this study.According to the current research status and the existing research conditions,the paper will be positioned in the Liaoning Province government to deal with the Internet public opinion crisis early warning research.After that,it expounded the connotation of crisis warning,the Internet public opinion and the government's connotation of crisis warning of the Internet public opinion,and the significance of the government to strengthen the crisis warning of the Internet public opinion.It also analyzed the current situation of the crisis warning of the Liaoning Provincial Government against the Internet public opinion and discovered its existence crisis.The early-warning organizational system is incomplete,the effectiveness of crisis warning indicators is poor,the technology for crisis warnings is backward,and the crisis warning process is not smooth.The reasons for the above problems are the backwardness of early warning awareness of the Internet public opinion,the lack of a scientific and dynamic index system,insufficient capital investment,unsound coordinating control mechanisms,and imperfect laws and regulations.Finally,it proposes measures to solve the crisis warning problem of the Liaoning Provincial government in response to the Internet public opinion.Specifically speaking,efforts should be made to strengthen the awareness of crisis early warning of the responsible parties,improve the crisis warning indicator system,increase the investment of funds for crisis warnings,improve the coordination mechanism and control mechanism of crisis warning,and promote the legal construction of crisis warning.
