The Corruption In The Processing Of Petition Dealing And Governance Research Under The New Situation

With the arrival of the civil society and the awakening of people's right consciousness, petition the unique Chinese social system and the complaint activities has received more and more attentions of media and scholars', caused the multiple disciplines attention and research interest. This article bases on the administrative management's discipline angle, and combines with the research methods of sociology, management science, philosophy and other disciplines, This paper takes the citizens relief rights of administrative management and petition relief channel the interdependent object as the main body, it will put the petition corruption under the environment of administrative system to be analyzed. The purpose of this study is not only concerns the petition and corruption in the development of petition, but also discusses governance mechanism of petition corruption. This article bases on the corruption facts of "block petition" "intercept petition " and " Eliminate marks" " erase marks ", analyzing the causes of corruption from five major aspects, such as "one-vote veto" system,the petition system, administrative omission, judicial corruption, petition and related department staffs work style and people's unreasonable petition.Finally, This paper put forward to control the petition corruption's rational consideration from the institutional environment, legal environment, political environment, social environment and cultural environment etc.
