The government officials competitive selection system was constituted on the assumption that it could overcome the abuse of the traditional government officials selection system, and enrich the approachs of the reform of government officials personnel system.This paper described the social demand,effect and meaning of the competitive selection system, retrospected and analysed the development, effect, and the insufficiency of the work of competitive selection government officials in Zhangjiagang city. Meanwhile, clarified the conception of the theme in this paper:based on summarize of practise experience and analyse the problem, to innovate idea, improve on technique, consummate system, promote the work of competitive selection system to be scientization and normalization, is the important project which the reform of government officials personnel system must face currently.It was considered that, competitive selection system is a select system which use the "democracy, publicity, competition, preferential" as guidance, combine the recommendation, vote and examination as a whole, Break down the simplification and insulate tendency in the idea and mode of government official appointment long time. the competitive system was developed at the existing framework, had no conflict with the constitution, the vote law,and the principle that "the party manage government officials" embodiment the institutional and legal orientation of the reform adequately. However, compared with the selection and appointment of government officials, this new system has more rivalrousness. The competitive selection system has three character,there were political, technic, and market. The function of competitive selection system include "function expect" and "function results", the function expect indicate the intention and expectation of the competitive selection system, the function results indicate the practice affect and the result. Expectation, result, and the course from expectation to result, the combination of these factors composed the basic elements of functional realization. including direction function, preferentialness function, condensing function, standardizing function, prompting function. Scientific, procedural, execution and link up were conditions that the competitive selection system be realized.Based on theory analyze, this paper used questionnaire to investigated the competitive selection system in Zhangjiagang city. Suggested that the competitive selection system is faceing four kinds of risks currently, They were competation out of order and waste of candidates, the appearance of candidates who be good at test but poor performance, the embarrassment in enactment the qualification for candidates, candidates competed depend on relationship but not ability. Considered that to realized the function of the competitive selection system, need to resolve three questions, They were direction of the works, technique of methods, mechanism of the system. At the direction of the works, need to resolve the question that moral character have precedence over ability, pay attention to practice performance, and recognized by the crowd. At the technique of methods, need to resolve the question that how to evaluate the practice performance and the facts. At the mechanism of the system, need to resolve the question that too much subjectivity, too much cost, and the lag of system.To promote and improve the work of competitive selection system is a complicated systems engineering. From idea to object, from method to mechanism, from organise to evaluate, all of the process need in-depth study. This paper advanced that to realize the function of the competitive selection system should promote and improve the work of competitive selection system from two aspects. on the one hand, should build opening organize system, include to establish the "1+X" organiser, build fair compete environment, use advanced measure to test and evaluate, establish normal system. On the other hand, should consummate the content of competitive selection, include to improve the scientific of test questions, improve the authenticity of the democracy recommendation, and improve the facticity of examine results.
