The development Of administration accountability has close relation to rule of law. In recent years, the central and local governments have gradually increased the administration accountability of strength,the administration accountability has bring very important influence in accelerating the realization of administration according to law,building accountable government and legal government,pushing rule by law,and increasingly attracted extensive attention of the whole society. This article from the administration accountability of the rule-of-law departure, starting the constitutionality a positive study, in order to promote the healthy development of the administration accountability BSFLP. The article have four parts.First, Expounds the administration accountability and the rule of law concept and the relationship between them, clears administration accountability rule-of-law theoretical basis. Administration accountability as an important part of administration according to law, will inevitably into the overall arrangement of the national government, it is the important way to realize the rule of law; Meanwhile, the rule of law is the development prerequisite and foundation of administration accountability, the development of administration accountability must be regulated and guided by the rule of law standards, both close contact. Secondly, questions, from system, implementation, security supporting three levels to our current administration accountability developing problems are analyzed. Accountability laws system has not been set up, standard formulation level is uneven and related supporting system is not perfected, accountability subject lack independence and accountability object definition unclear and so on problems in China are seriously restricted the administration accountability development.Again, through the domestic and foreign and our Hong Kong area administration accountability comparison, find out the deficiency, absorb the experience. For the United States, Britain, Sweden and other countries and China mainland administration accountability and Hong Kong official accountability system are analyzed and compared.Finally, puts forward the administration accountability rule-of-law standard way, proposes that administration accountability legal system, the administration accountability internal mechanism, and external mechanism of the three aspects should be perfected.
