Thoughts On Countermeasures Of County Level Government's Public Service Capacity Improvement

China is confronted with more and more complicated and diverse social issues during the transition period. With the constant deepening of market economic system, the citizens'demand for public service has increased rapidly. Aiming to construct a harmonious society and a service-oriented government, the government's public service capacity is beginning to gain closer and closer concerns. County Level Government linking between city, town and countryside, has played an important and irreplaceable role in providing public service. Promotion of County Level Government's public service capacity is a necessity of meeting people's increasing various demand for public service and realizing relatively equal service across the country. Concerning about the inadequate provision and unequal distribution of public service, both academic and practical departments start to study and practice on how to enhance the County Level Government's public service capacity.Based on analysis of the process of government functions transformation during the last 6 reforms on government institutions, the thesis focuses on the government's current main functions of social administration and public services, indicating that the County Level Government has been in a key position among governments at all levels in performing the main functions. Referring to the New Public Management Theory, the New Public Service Theory, Governance Theory, the thesis has analyzed public servants'public service consciousness, people's awareness of citizenship, fiscal allocation system among different levels'governments, interest group and non-governmental organizations'influence on County Level Government's public service capacity via the research method used by Ecology of Public Administration, indicated that in order to improve its public service capacity, the County Level Government should focus on how to strength public servants'public service consciousness, how to guide and help people to foster their citizenship awareness, sticking up for the diversification of the social interest and the demands of the mass people, establishing cooperation relations with non-governmental organizations, which will be of great help in upgrading the County Level Government's public service capacity, with public interests protected and realized.Improvement of the County Government's public service capacity is an inevitable requirement for building up a public service-oriented government in an all-round way, and the crux of solving the problem of inadequate public service and unequal distribution between different regions as well as between town and countryside.
