Research On Chinese Maritime Administrative Transformation

Building service government and boosting transition from administrative government to service one is the profound strategic arrangement which leads to better environment and public service. As one of functional office of government, maritime sector should provide better service efficiently by innovations which connecting people.Based on new public management theory, this thesis analysis functions of government and transition of roles, which from helmsman to oarsmen. Practically supported by service government building, it analysis the necessity and feasibility. This thesis provides principle foundation of functional transition, optimizing service and improving management by principle studying and practical analysis.This thesis includes history of maritime administration. In the planned economy period, our maritime sector putted more attention on administration than service. Low level of management, imperfect legislation, negative attitude and low level of informatization affected the full play of maritime functional roles. The level of maritime service had some improvement, but still having pending problems. This thesis analysis the necessity, feasibility and the methods based on history.The first chapter introduces the background and meaning of research, showing the way of researching and innovative points.ChapterⅡsheds light on the relative principles of maritime administrative. After a brief introduction of it, maritime administrative, the chapter focuses on the implication, content and principle basis of maritime administrative transformation.Next chapter starting with organizational structure of Bureau of maritime affairs of Anhui, reviews the history of construction of local maritime information resources, and giving analysis of its condition.The forth one indicates the obstacles of maritime administrative transformation, following by the analysis of questionnaires. Based on analysis of previous chapters, the last chapter gives several countermeasures and suggestions about tangible problems of the course.
