Critical chain method is the critical path method and program evaluation and review technique in the field of project management in recent years as an important development. Critical chain method to overcome the traditional project management methods have limitations, considering the constraints of resources, optimize the allocation of buffer area to eliminate uncertainty, to optimize the purpose of project planning. In view of the current software development organizations, especially for the military software project development work, how to use critical chain method is effective to solve software project project management problems and improve the efficiency of the work plan will be of great significance. This paper uses the software engineering, project management, systems engineering and the theory of constraints and other research theory and method, is put forward based on critical chain scheduling model and the implementation of software development project management planning process optimization method and verified by examples.In this paper, the related theory are analyzed and studied, on the basis of this, put forward software project organization project management problems, namely because of software project in the planning process is not scientific and not comprehensive, resulting in multiple project time and resource configuration is not optimal, for each project the only resource condition and mutual competition, increase the software development process management difficulty, wasting time, manpower, financial capacity, sometimes even will affect the progress of the project and complete the quality problems, and to explore the solution method. Combined with the theory of constraints, the classical theory and the software development organization specific characteristics, to establish a software project project critical chain scheduling model, put forward software organization resource constraint buffer solutions, according to the software at the actual existence of the actual situation, adopts the effective algorithm to solve the problem of resource conflicts, the main mode of operation for security of higher priority projects preferential access to resources, in order to finish inside the shortest time of higher priority projects, lower-priority items in the resources idle time processing, to the greatest extent to shorten the project the total work time, improve resource utilization rate and work efficiency. The algorithm can according to the different project distinction to treat, set up different project buffer and the buffer size, the effective use of the buffer resource space, improve work efficiency; in addition, the multi project critical chain scheduling model can also on project implementation process to play a regulatory role, effectively control implementation of the project progress.Finally, with the unit three synchronous start project collaborative management as an example, a case study was conducted, through calculation, simulation and implementation of each project, optimized adjustment, and puts forward three projects the overall plan, the project critical chain scheduling optimization model were validated, made good results. Through the example, better performance in software project planning management in the work of critical chain project plan model for software development projects is preferred, will greatly shorten the software project implementation cycle, further improve the scientific plan and implementation.
