"Quality Prioritizes" is the long held guidance in the armament engineering of the Chinese PLA. PLA General Armament Department issued the latest standards for software engineering improvement in2009, the GJB5000A-2008military software development capability model, to direct the military software developers to improve the quality control in the development process. To put the GJB5000A theory into practice in the software development, is believed to be an effective way for the military software developers to enhance the quality control and process management in the development process.The company the writer is working at is in the final stage to pass for the2nd Level of GJB5000A. As the intern evaluator and software project manager, the writer has participated in the whole program, and been leading the software team to implement the standards improvement. And the writer has gone through the process of confusion, exploration till the final command of the new standard. To solve the problems encountered, lots of books on process improvement and project management has been refer to, and study has been made into the reading materials and best practices. Till now, the writer has felt the necessity and a full understanding of the value and complexity in implementation of the process improvement.In this article, a Beidou application software program is introduced and a V-shaped life cycle model suitable to its software development process is shared. This model has referred to the best practice in today’s system engineering industry from IBM, which defines six software management processes of requirements management, software project planning, project software tracking and oversight, software outsourcing management, quality assurance and software configuration management. In the model, the process of each engineering and management work has been elaborated in great details. In this article, the basic theory has been researched, the advantage of GJB5000in software development quality control process has been explained, with mentioning the importance, difficulty and risk in the process improvement of the GJB5000A2nd Level. Afterwards, the article analyzed the basic theory and knowledge structure of the process improvement of the GJB5000A2nd Level, and come up with a method for the process improvement of the GJB5000A2nd Level based on the basic methods of project management. Then, a case is used to explain each process areas need to be unfold to implement the2nd Grade improvement process. In the end, the article proposed a flow of the improvement program planning, for the reference of organizations or software project managers to carry out process improvement. Some difficulty and experience incurred in the practice of process improvement has also been discussed.
