The Smooth Implementation of national defense scientific research projects provides important support for the development and update of weapon systems. The BF institute recently has undertaken a large number of national defense scientific research projects, such as strategic information research, technical tracking.But they are likely postponed for that the executive teams lack specific and systematic modes and methods in progress management.For shortening the project time limit with finite resource and low cost,it is important to investigate how to apply the theories of project schedule management,and build a suitable and scientific process of project schedule management.This thesis has discussed and summarized the relative theories of project schedule management,and then combined with a detailed analysis of the progress of scientific research Institute BF’s management situation, the CPM and PERT of network planning in construction and critical chain technology combined and so on.The process of schedule management has been applied to A defense scientific research project to identify its effect.Firstly,The procedures of progress planning are conduced,including building the framework of plan schedule,estimating procedure time and resource demand,working out the preliminary network planning chart,identifying the critical chain,eliminating the safety time and setting buffers.Then the procedures of progress control are conducted,including the control basis determining,the dynamic progress monitoring,procedure correcting,and the control stage of progress changing.In the aspect of project duration estimation,base on the three-point estimation(PERT),and recaculate the project duration using the Critical Chain methord,optimized the estimation by setting the time buffer and buffer methods. and in the stage of schedule control,the stratification management system has been combined with matrix decision-making mechanism to guarantee the project schedule.The progress management process based on the network planning in construction and critical chain method is established in this thesis,could effectively improve the management of progress plan and process control for these projects,and accelerate the completion of projects.This process of project schedule management also could provide experience and guidance for other similar projects.This research has established a new,practical and systematic management model for defense research schedule management of BF Institute.
