| In view of the theory and the empirical research of the public administration at home and abroad, taking the local government's practice and thinking as the purpose, intending to address the role and the status of the public administration and its problems as well as the causes of the government in the performance of the public management of culture, this thesis is based on the pubilc administration theory to analyze the countermeasures for the problems concerning. The research methods used in this paper, namly, consisit of the theorical, empirical and documental research approaches.The ultimate goal of the culture and the public administration is "good governance", which is the process of the right returning to the people as well as the cultural public interest maximizing, and it reflects the meaning of social rights and the importance of people's overall development. It requests the government, the civil society, and the market economy should be in a new, cooperative, and harmonious state. To achieve the final target state, in the construction of the local public culture,the government should take the role of builder,guide and coordinator. In the public management of culture, the government should serve as the organizer of making arrangements, building the platform, and respect the local culture and its diversity, manwhile, highlight the characteristics of the local culture as well as the unified and efficient management so as to form a good and closed curculation of "good governance".We must practise establishing a sustained and balanced, strong public cultural service system, that is,building a democratic decision-making and regulatory mechanism for the implementation of public management;a sustained and balanced, stable public cultural fiancial security system; an evaluation mechanism for the scientific assessment of the government performance in public culture management;a non-govermental public culture organization system safeguard mechanism. |
