The minimum wage policy are widely used in the world as one of the important ways tostandardize the labor market.In the condition of the increasingly frequent conflict between therich-poor and the clash between capital–labour,the implementation of the minimum wage policyplays an irreplaceable role in adjusting these conflicts,so the implement effect of minimum wagepolicy must become the focus of attention of community.This article tries to discuss the presentsituation and problems of minimum wage policy on the basis of the theory of public policy inorder to analyze how the government behavior make a difference in improving the effect ofpolicy implementation.This study takes the implementation of the minimum wage policy in Guangzhou forinstance,taking the processing or manufacturing plants and companies in service industry inGuangzhou which cover the low-income groups as the investigation object.By comprehensiveapplication of content analysis,questionnaire survey, interview method,the implement effect andexisting problems of minimum wage policy in Guangzhou were analyzed.The study combs thetheoretical basis of the minimum wage policy and its implementation.Through analyzing anddiscussing the framework of current minimum wage policy and the empirical research,it revealsthat the additional execute,alternative execute and incomplete executive,the deviation of policyimplementation,in the implementation of the minimum wage policy are main factors which makeinfluence on the effect of policy implementation.This study concluds that the implement effect of minimum wage policy is affected by objectiveand subjective factors.The objective includes the external environment and the degrees ofenterprises’ identity and compliance.The subjective factors contains the laborer’s cognitivedegree on the minimum wage policy and right-protection awareness,monitoring and controllingof policy implementation.Based on the economic and political development in China,the articleputs forward some policy suggestions from government functions and roles around theenvironment of policy implementation, policy communication, policy incentives and supervisionand multiple stakeholders’ express way.
