Paradigmatic Research On The Rise&Evolution Of Policy Of Public Deplomacyof China

In the background of globalization, civil society, development of information technology, China is integrating into the world, participating in international dialogues and cooperation to achieve its self-development goals, during which process, China needs Public Diplomacy, the effective means to make itself better understood by the world.Due to the fact that Public Diplomacy in China starts late, its corresponding theoretical study still stays at the exploratory stage. This thesis focuses on Public Diplomacy of China, by means of paradigmatic research, starting from its historical origins and standing against the background of the globalization, to strive to clarify the characteristics, the operation mode, the challenges and opportunities of Public Diplomacy, as well as improving its theory through refining of the Public Diplomacy paradigm.In the MPA thesis, the author observed, in a pioneering thinking and from the public views, the following aspects of Public Diplomacy of China:(1) Analyzed the public nature of Public Diplomacy, explored public products provided by public diplomatic activities;(2) Explored the core values of Public Diplomacy-legitimacy;(3) Explored the development trend of the policy of Public Diplomacy:the unification of stronger politicized and less official intervention.This thesis was wrote in accordance with two main clues:the spatial clues start from global public diplomacy to public diplomacy of China; the time clues illustrate from the decline of traditional diplomacy paradigm to the rise of the new one, and thus analyze the evolution motivation of public diplomacy policy of China and deduce its direction of development.The six chapters of the thesis can be classified as three logical parts:the first part of the introduction and the second part of the rise of international public diplomacy are the basis of the theoretical framework of this paper, which provide the theoretical tool and standards for the following specific analysis of China's public diplomacy. The third, fourth, and fifth parts, based on previously proposed technical basis and standards, analyze China's public diplomacy and its policy, involving the rise of China's public diplomacy, contents, the evolution motivation and development trends. Finally, the article completes verification of the core hypothesis, extracts the public diplomacy paradigm of China.It is difficult to depict the system of public diplomatic policy of China, the task of which is huge and heavy, and difficult to achieve. The errors are inevitable and the advices are welcome.
