With the advent of the era of crisis, China is facing unprecedented challengesand a variety of emergencies come one after another. Natural disasters, public healthincidents, food safety incidents, and social security incidents happened constantly,which has caused great damage and loss to the country and people's lives and property.These emergencies bring us pain as well as experiences, lessons learned andconsideration: How should we respond to emergency? What should we do before theemergency? How should we improve the ability of dealing with emergency?An old saying: Forewarned is forearmed, not pre-waste. It is emergency plansthat make a planned program of human, material and financial resources reasonablycomprehensive arrangements for the emergency management process on the basis offull estimates and projections of the crises that may occur. Scientific and perfect theemergency response plan is an important part of the Emergency Management, and is apremise and a strong guarantee to respond to emergencies. This dissertation putsemergency response plan as a study object and focuses on the management ofemergency response plan in our country. This dissertation is divided into followingfour parts:The first part is an overview of the basic theory: Emergency response plans andemergency plans management connotation are defined and stated;The second part is the part of the achievements of the emergency response planmanagement in our country: three aspects introduce the achievements of emergencyresponse plan management in our country including the initial building of theemergency response plan system, Gradual improvement of the contents of theemergency response plan and Significant effect of emergency response plans in theemergency management. The third part is to write the problems of the emergency response planmanagement and the analysis of causes in China. First of all, the establishment of theemergency response plan is imperfect: publicity is not in place, training lacks ofadequate protection, its performance lacks of dynamic, assessment is not in place,amendment is not timely; And then from crisis consciousness weak, legal andregulatory system is not perfect, personnel, material and technology inadequateprotection, emergency plan execution is not in place four aspects introduce thereasons.The fourth part is to improve the management of emergency response plancountermeasures part. Improving the establishment of the emergency response plan;increasing the publicity to the emergency response plan; strengthening the emergencyresponse plan training; increasing the performance strength of the emergencyresponse plan; making assessment for the emergency response plans positively;amending the emergency response plan timely; completing the realistic protection ofthe emergency response plan.All in all, facing the various emergencies, emergency response plans forscientific and orderly management is responsive to real needs, is also an indispensablecomponent of emergency prevention and response instead of relying on temporarydecision-making by managers and response plan without management.
