Started in the beginning of this century, basic education curriculum reform in China, is a caused by the curriculum reform of basic education in the comprehensive reform of the whole. Higher grades in primary school opened in the "Moral Character and Society" course is a basis of social life of children and promote the formation of the students good moral character and social development of the integrated curriculum. This course has so far set up nine years, on the implementation of this course summary and reflection, especially through the implementation of the rural primary school curriculum to investigate and study the problems found, in-depth analysis of the root causes of problems arise, deal with the problem to explore strategies for deepening the reform program has important practical value.In this paper, reference and research results relevant literature on the basis of "morality and society," the new curriculum standards for teachers, classroom teaching, curriculum management, teaching evaluation based on the requirements, Ningxiang County, Hunan Province investigation of rural primary school. Rural primary schools found that "moral and social" problems of teaching are:from the teachers point of view, fewer young teachers of teachers, teacher education is generally low, mostly part-time teacher, the more serious loss of full-time teachers; from classroom teaching point of view, three-dimensional defeat the purpose of teaching, to teaching as a "blueprint", instructional design is not clear, less effective teaching; from course management point of view, faculty unreasonable hours, lack of school-based teaching and research; from teaching evaluation point of view, still to material knowledge point as the main contents of evaluation, teacher evaluation is still the subject of examination is still the main evaluation methods, evaluation criteria are still based on test scores based. The main reason for these problems is the school and teachers "Moral Character and Society" lack of awareness of the value, the low level of professional development of classroom teachers and curriculum reform in rural primary schools lack the protection of the new conditions. In response to "moral and social" Teaching these problems arise, we must vigorously promote rural primary school teacher professional development and improve teaching effectiveness, stability, classroom teachers, to enhance course management, development of multiple teaching evaluation.
