Study On The Resource Allocation Efficiency Of Secondary Vocational Education In Rural Areas

At present,China is devoted to reform economic situation,construct new situation of socialism and build new management mode.Meanwhile,the priority of vocational education has shifted from scale-focus to quality-focus.During this period,the government also gives strong material support and the hardware and software condition of the majority of vocational schools have been improved significantly.However,the schooling foundation of secondary vocational education in rural areas is still weak.Secondary vocational education,as an important way to cultivate new type peasants with knowledge and agricultural technology,faces a series of bottleneck problems in its development.This paper thinks that the development of secondary vocational education in rural areas not only call for large amount of material base,but the improvement of resource allocation efficiency of secondary vocational education in different areas.This paper applies DEA-Tobit method to evaluate the difference of resource allocation efficiency of secondary vocational education in rural areas in 70 counties in Hunan Province.The conclusions are as follow: this paper discovers that the supply efficiency of public finance of secondary vocational education in rural areas in eastern,central,western,southern and northern Hunan Province is inconsistent with regional economic development when evaluating and comparing the difference of resource allocation efficiency of secondary vocational education in different rural areas in Hunan Province.In general,the investment in secondary vocational education in different rural areas in Hunan Province cannot realize satisfactory DEA efficiency and the real students' number cultivated under current expenditure and equipment is different from that in expectation.Secondly,this paper discovers that the proportion of source of students is the major influencing factor of supply efficiency of public finance of secondary vocational education in rural areas when investigating the influencing factors of resource allocation efficiency of secondary vocational education in rural areas;finally,this paper proposes to set strict recruitment standard,improve excitation mechanism and conduct independent recruitment system in secondary vocational schools on this basis,pointing out the direction for further study.
