Compulsory education is not only a foundational project in improving national quality but also in rejuvenating China through science and technology. Furthermore it is also the foundation of building a harmonious society. Compulsory education balanced development which is a brand-new educational concept is also a brand-new perspective of education development. Promoting the balanced development of compulsory education is the essential requirements in socialist education career, moreover, it is the inevitable requirement of all-round construction of a well-off society. In the Eleventh Five-Year period, Initial success was achieved in fulfilling the objectives of basically universalizing nine-year compulsory education in the country and eliminating illiteracy among young and middle-aged people. But as a whole, the foundation of our compulsory education is still unsubstantial. As public goods, only when it is being allocated rationally by government can compulsory education benefit the whole society.This passage is on the basis of related theory of balanced development of compulsory education, utilizing the knowledge of science of public management and the pedagogy and sociology to make a empirical analysis of the compulsory education development of J city, probing the deep reason for the imbalanced development of compulsory education. Through the comparative study of domestic and overseas development of Compulsory education, drawing lessons from the advanced areas. This passage lays emphasis on the obligation and countermeasure of government to prompt the evolution of Compulsory education. It developed by Strengthen the government's sense of responsibility to improve public service capacity,centering on the institution construction and information construction, ensuring the vulnerable students to receive the compulsory education.
