The Education Responsibility Of Government

For the responsibility of the government, most scholars think that the responsibility of the government is directly related to his supplying of public goods which based on the public goods and the public services. The public goods are the non-excludability and non-competitive products or services, and the failures in the market of the characteristics make the scholars think that only the government can provide them effectively. But obviously, except supplying of public goods, the government is supplying of non-public goods too, such as adjusting the economic and the social distribution; another, the government is not the only subject to supply of public goods, the third sector even the social individual is supplying of public goods too, involving social services, environmental protection, etc. In order to demonstrate the obligation of government and excuse the phenomenon and the problem which the public goods cannot explain, the scholars put forward the concept of quasi-public products. Because of the responsible for the government, the education responsibility of government is chaos. The government also don't know that should or not manage the education, and how to manage.In order to solve the limitations of the government responsibility which based on the public goods, the paper set the education responsibility of government from a new view, which is the function of education. The education has the important effect in pushing the development of modern society forward, so in order to promote the development of economy, the government has the responsibility to promote the development of education and invest in education. The education also has a personal significance, and it is a regulator of social justice, so the government should maintain the justice within the field of education, ensures the fair distribution of education resources when investing in education. On the basis of this, combining the education responsibility of the foreign government, the paper analysis of the problems existing in the responsibility of the Chinese government:The government is lack of the correct understanding of the responsibility of education, and it's lack of guiding the social capital into the education, and the education resource allocation is lack of social justice. According to the government of these problems, the paper put forward the corresponding countermeasures, including improving the government for its own responsibility of education and changing the concept of investment in education and investing in education for social civilization; to establish a fair education system and make the education resources allocate fair. In short, in this paper, the government education responsibility is set afresh.
