In order to improve the original structure of teachers and the composition of the staff in rural areas,and to carry out the supplementary system of rural teachers,the compulsory education curriculum standards can be promoted and developed together in the rural areas and urban areas.In 2006,the Ministry of education,the Ministry of finance,the Ministry of personnel and the central government jointly carried out the "rural meaning".The special post plan for school teachers in the service education stage(hereinafter referred to as "special post plan").Since 2009,Hebei has begun to implement the "special post plan",which has achieved the upgrading of teachers' level and teaching quality in the rural compulsory education stage.However,in the actual development process,especially in some areas with poor infrastructure and poor economic conditions,the implementation of "special post plan" is not satisfactory.Therefore,in view of this situation,through the analysis of the research and investigation of relevant scholars in China and abroad,the current situation of rural teacher resources is investigated and analyzed,thus the reasons for this situation are discussed and the solutions are put forward to improve the existing situation and realize the stability of the rural special post teachers.The high quality growth will further promote the promotion and level of compulsory education in rural areas.In the research process,literature,interview and fieldwork were adopted.In the process of this research,the first is to deal with the level of teachers in the research area,and put forward effective and effective measures after analyzing the existing problems.In this study,a total of 106 rural special post teachers in various regions of Laiyuan County,including 12 teachers from some schools in the region,and 4 leaders from education and school departments,have been investigated by questionnaires and interviews.In the process of this study,the investigation and data processing are carried out mainly through the 5 aspects of their living environment,teaching work,professional growth,promotion opportunities and professional intentions.It is analyzed that there are five main problems in the existing educational environment of rural special post teachers in Laiyuan County: the poor salary treatment and the loopholes in the social security mechanism;the post task and responsibility pressure are great,it is difficult to achieve the expected goal;the development prospect is poor,it is difficult to get the skills to improve;the evaluation of professional title is difficult.The stability is not high,and a large number of colleagues leave.At the same time,the main reasons for this situation are not satisfied with the education funds in the region,the existing system of rural special post teachers is insufficient,the teaching environment is poor and the responsibility of some teachers is poor at the same time.In this case,the following suggestions are put forward: to improve teachers' salary,to improve the existing assessment system,to carry out teaching and research activities,to improve the teaching environment,to improve the sense of professional identity and the sense of belonging.
