Nowadays the world is becoming increasingly fierce competition among countries, and in the final analysis, the competition lies on Innovation and Human Resource in Science and Technology. In January 2006 at a national science and technology conference, our country puts forward the strategic decision to build an innovation-oriented country. Building the innovative country, the key is to enhance the ability of independent innovation as to the development of science and technology of strategic basis points, and blaze a path of independent innovation with Chinese characteristics, promote great-leap-forward development in science and technology. The ability of independent innovation is the core competitiveness of the state, is the major choice of confront with future challenges, is over the future technological development of strategic lines, is the basic way of realize the building the innovative country target. Only has the independent innovation ability, endows us initiative in the future international competition. It is only through the independent innovation of science and technology, improve the competence of utilizing independent intellectual property rights of the technological means to solve the current and future economic and social development of important issues, can be greatly improved productivity, and further improve the overall national strength and international competitiveness and anti-risk ability. To strengthen scientific and technological innovation, enhance the ability of independent innovation, building the innovative country, the key lies in human resources. HRST is the mainstay of innovation science and technology. From the relationship between talent power and building the innovative country strategies, the relation between human resources and regional technology innovation ability are closely linked. The author according to China's national special condition, using the comparative analysis and empirical analysis methods to explore the relationship between the regional innovative capacity and HRST, and got a certain understanding of the distribution of the regional innovative capacity and HRST.This text includes five parts.The first part is the introduction. The first part describes the research background, the purpose and significance of the study. As to research and study method I make some thinking. This research mainly based on two big backgrounds, namely the Strategy of Talent and the Strategy of Constructing Innovative Country, thus the research is of great significance. This study aims to explore the relationship between the HRST and the regional innovation ability, and understanding the distribution of HRST and the regional innovative ability under the background of the current situation in china. According to the aim of this study, this text mainly by quantitative and also use some qualitative research method to consider.The second part makes a summary of the current theory of the HRST and the regional innovative ability, and finds the value for study, provides theoretical basis for the next text analysis. Based on the theoretical research of scholars both at home and abroad, the research on relationship between of the distribution situation of HRST and the regional innovative ability is not so much, thus the research of this aspect can have certain innovation.The third part is the research design. In this part, putting forward the research hypotheses, and choosing the index for measure the distribution density of HRST and the regional innovative ability, the analysis for below laid a foundation. The index of the distribution situation of HRST not only considers the absolute scale human resources, also considering the regional human resources, thus it has the relative size of fairness. For the evaluation of regional innovation ability, the writer considering from the three big aspects of the knowledge innovation powder, the regional technology innovation ability and the area of regional innovation environment, to construct a regional innovative capacity evaluation system, as an all-round evaluation.The forth is the core of this text. In this part the write adopts the diagram comparison and analysis of relevant factors weights-making, DEA model analysis and data envelopment analysis of empirical analysis method. Through these methods, the first, the write objectively measure the distribution density of HRST and evaluate the regional innovation ability, and analyzes the HRST and the regional innovative ability of distribution. On this basis, the write carry out study that the relationship between the distribution density of HRST and the regional innovative ability. For the final result of empirical research has made certain explanation, makes analysis more complete.According to the result of the study, the fifth part mainly makes a summary and puts forward some Suggestions to improve the regional innovative ability. In addition, the write makes a description for the deficiency of the study and the prospects of the future research.
