Nowadays, our country has become a country which rich in human resource from the country that riched in human beings. More and more enterprisers and organizers have found the importance of improving staff's quality in developing their own enterprises and organizations. And college teacher as an representative of high level intellectual employees, its quality is important for the development of a college. So, how to augment a high level teaching staff to bring up first-class students and product first-class academic successes has been a principal question in colleges and universities. And the key to solve this question is establishing a systematic, effective, and objective teacher assessment system in colleges and universities. The past teacher assessment systems influenced by the traditional thoughts and methods that lack systematicness, fairness, and rationality. So they are not propitious for achieving the real goal of college teacher assessment. Therefore, considering the shortages of tradional assessment models, this research try to introduce the performance assessment theory into college teacher assessment.In the first part, this paper introduces the background, significance, and status of this research and some primary definitions like college teacher, performance assessment, and performance assessment of college teacher. Then it looks back the developing history of performance assessment of college teacher to point out the advantages and disadvantages of some pilot colleges. In the third part, it analyzes implementation process of performance assessment of college teacher. In the forth part, taking the GuangXi Normal University for example, after the investigation and analysis of the performance assessment status of teachers, it points out the problems and reasons. The last part of this paper proposes measures to optimize the performance assessment of college teacher from following aspects:guiding theory, standards, and methods.
