The curriculum reform for High-school's ideological and political course demands the teachers must attach great importance to the students and strengthen the development and utilization of high-school students'resources. Development of students is the core concept of the curriculum reform. Students are not only just the teaching objects, but also the important human resources, as well as the main part of the curriculum resource development and utilization. With the implementation of the new ideological and political course, student resources as a valuable teaching resource are getting more and more attention, however, the status of development and utilization of student resources is still not optimistic. Research on the development and utilization of high school student resources of the ideological and political course for senior high school students is not only have its theoretical value but also have its important practical significance.This paper is divided into three parts. The first part discusses the content, classification and characteristics of the high school students resources of the ideological and political course, gives a fully discussion on the importance of the development and utilization of high school student resources, during the teaching of ideological and political course. This part emphasizes that the development and utilization of high school student resources can benefit us to bring students to the main role to promote the students to perform their best on their own; also benefit the teacher to implement their teaching objective and to promote the teacher's professionalism;The second part of this paper analyzes the major results and problems of the current resource development and utilization of high school students resources of the ideological and political course, base on the investigation, gives an in-depth analysis of the major factors on the students resource development and utilization; The third part of this paper proposes a systematic strategy on how to utilize and develop the high school students resources of the ideological and political course, base on the practical experience and the in-depth discussion as well as the research results related to the high school ideological and politics course teaching, the proposal is, to follow the full involvement principles, the practical principles, the open principles and the effectiveness principles, to change the traditional concept of teaching and education, to understand the students in more deep level, to create a democratic atmosphere of teaching, to guide students to independent learning, and to improve the teaching evaluation system.
