Compulsory education is nation's elementary education, related to the improvement of quality of the nation as well as the realization of the strategy of rejuvenating the country through science and education and objectives of building a well-off society in an all-round way. Educational equilibrium is the presentation of fundamental human rights in education and the inherent need of harmonious society construction. The base of the sustainable development lies in educational equilibrium, which is also an effective measure to achieve the goal of the equal education. Discussing educational equilibrium in the view of ethics terms provides the research approach for finding causes of our nation's uneven development in education. This thesis firstly introduces the background of research objects and significance of the investigation, the present situation of researching compulsory education equalization at home and abroad, it analyses the theoretical and practical values of the research. Theoretical value mainly includes the implement the strategy of rejuvenating the country through science and education, promoting social justice and contributions to the construction of harmonious society. Practical value is set for education administrators. It provides a reference to optimize the allocation of resources in compulsory education and improve the youth students'quality to cultivate talents with healthy personality for society. Then, ethic connotation of compulsory education development is defined in this article including the scope of research objects. The author finds out the reasons of educational equilibrium from educational ethics in three aspects——system, policy and resource allocation, through literature methodology, system and element research, survey research and comparative research combined with relevant data about China's educational equilibrium. Problems are existed in the system of admission, finance and management, the policy of urban priority, private schools, and efficiency priority, as well as the allocation of teachers and school-running resources. Finally, this thesis provides countermeasures based on compulsory education equalization theory. The article focuses on putting forward concrete strategy based on the principle of fairness, equality humanity compensation and efficiency in conjunction with successful cases of South Africa, the United States, China's Tongling in Anhui Province and Shanghai district.
