Kunshan City, Rural Basic Social Security Building Experience

The development of rural social welfare is far behind urban social welfare, beacause it has long been affected by industrial and urban development strategies, together with urban-rural dual economic and social system.There is a huge gap between the two. If we don't make up the gap and solve the problem, it will greatly affect the process of citilization and modernization, as well as the sustainable development of economy. That we should improve the rural social welfare system and construct a same social welfare between the city and the country is a general trend of the urban and rural social welfare development in the future, is a necessary requirement of narrowing the gap between urban and rural areas, is also a necessary requirement of speeding up rural development and promoting the construction of a harmonious socialist society, and finally is an important manifestation of the whole countyrmen sharing the reform development outcomes and the equalization of urban and rural public services.Kunshan takes a series of effective measures and accumulates some valuable experience in the process of constructing rural basic social welfare system and promoting the integration of urban and rural basic social welfare.Through a field investigation,this paper firstly summarizes the typical experience of Kunshan promoting the integration of urban and rural areas'basic welfare:developing the rural economy to increase the farmers' income,and establishing a long-term mechanism to strengthen the farmers' capacity of social welfare; playing the lead role of the government fully, and increasing the public financial'transferable investment to the construction of rural basic social welfare; constantly enriching and improving the land acquisition compensation mechanism in order to establish and improve the livelihood guarantee system for landless peasants; solving the problems of the migrant workers'welfare through institutional innovation; developing the rural industries and small cities or towns.Secondly, this paper points out Kunshan'problems in advancing the process of urban and rural basic social welfare, and on this basis trys to give targeted recommendations and countermeasures.Following are the problems:the design of urban and rural systems still exists so that there is a gap between urban and rural basic social welfare benefits; the farmers who don't have land and non-agricultural rural labors have't fully been integrated into the urban social welfare; there's a gap between urban and rural income.As a result, the farmers themselves lack capabilities to guarantee their life relatively.Finally, considering Kunshan's problems in the process of promoting the urban and rural basic social welfare's integration, we recommend taking the following treasures to promote the urban and rural basic social welwere's integration:First, plan the development of urban and rural basic social welfare as a whole, together with getting rid of urban-rural dual structure in order to promote the integration of urban and rural basic social welfare; Second, develop the rural economy vigorously and encourage farmers to creat their career actively to increase the peasants'income; Third, in order to achive the goal of universal social welfare,we should accelerate the landless farmers and migrant workers into urban old-age welfare so as to speed up the integration of urban and rural social welfare system; Fourth, improve the rural land's circulation and requisition system to strengthen the welfare function of land; Fifth, actively explore the effective ways of raising rural social welfare's funds and increase the government's public finance's investiment on the rural social welfare.
