Since the reform and opening up, Chinese society has entered a period of rapid development, with occurrence of a comprehensive transformation of social structure in terms of political, economic, social, cultural, and social environment. Such transformation promotes the hierarchical gap of urban-rural dual structure to become increasingly prominent in the level of social stratification and family life. Due to the intergenerational transmission of the last generation of parents of hundreds of millions of children in urban and rural areas on the gap between social capital, survival of the environment, culture level and public resources, the next generation of children have a larger gap in health, education, social services and other social welfare enjoyment. One of the most central and most prominent social issues is the welfare gap between rural and urban children under the intergenerational transmission of social stratification, which is a direct result of the unfair starting point of the new generation of urban and rural children on the survival of life, education, development, and thus to accelerate the urban and rural social stratification curing.This study is based on a survey of parents of children aged5-12years in primary schools and kindergartens in Nanjing City, Sihong County of Suqian, Jiangsu Province, with fieldwork in some communities and towns. Through the comparative analysis of the survey data, there are large differences between urban and rural children in the enjoyment of child welfare concepts, health benefits, basic education welfare and social services welfare. In addition, this study analyzes the reason for this difference:differences in urban and rural socio-economic and cultural development under the dual structure, differences in philosophy of education in urban and rural children under the influence of parents’education level and differences in family social capital under the influence of parents’occupational differences. In this sense, the author makes recommendations for how to reduce the welfare differences between urban and rural children with combining relevant theory and literature, namely, to promote social and economic development in rural areas to narrow the gap between urban and rural areas; to increase rural awareness of child welfare propaganda to improve parents’ concept; to co-ordinate urban and rural education resources to improve children’s basic education level in rural areas; to balance urban and rural medical and health resources to enhance the level of rural children’s health services; to establish rural welfare support system for children’s social services to promote the comprehensive development of rural children.
