Manual education had played an important role in the education of Chinese modernization process, step by step slowly. Although the development of education in ordinary schools is deeply slow between 1904 and 1921, there is always the tendency of systems development. The common primary and secondary manual education between 1904 and 1921 is the initial technical education. Manual education in history progress manifested the characteristics and basic problems, providing the historical experience to the reform of current school labor and technical education and having a certain instructive meaning.This text with historical materialism for guiding, synthesize to make use of historical description method, cultural heritage analysis method and comparative study method, data statistics method, charts method, dividing into four parts to analyze, study and discuss the background, profiles, characteristics, problems and historical inspiration that parts to the labor education implementation of the common primary and secondary schools in republic period.The first part contains the necessity, significance and methodology of this study.The second part is based on the historical facts, the paper expounds the development situation of the manual, reason, manual professor's methods and materials of school education from 1904 to 1911. Giving focuses on foreign education theory and ideology to China;and the guidance of the manual education.The third part explain the development situation of the manual, and the school curriculum, teaching contents, teaching methods and the relevant training teachers, equipment management development situation of school education from 1912 to 1921.
