An aging population is a dynamic growing process of the aged population portion because of the decrease of the young population and the increase of the aged population. An aging population and the developing trend of the human beings have attracted attentions of various countries. They are investigating the reasons of an aging population and providing the counter-measures to response the affections which an aging population has brought to the economic, social development and the survival of the human beings. Fertility rate, death rate and population migration are the most reasons of an aging population. In china, there is little international population migration, so the most reason of an aging population is the descent of fertility rate and death rate. The descent of fertility rate mostly conduced by the implement of the rigorous family planning policy. There are various viewpoints on the family planning policy and the aging population in the society or academia. Using data and charts to analyze the current situation and the trend of the population development, this paper describes the characteristics and the reasons of the aging population in china. This paper expounds and proves the relationship between the family planning policy and the aging population from different angles. This paper points out that the family planning policy is not the basic reason of the aging population and the fundamental way out for changing the aging population lies in raising labor productivity, accelerating economic and social development, raising the social capability for raising aged population, to response the aging population and change a large population country to a large human resources county, we need culture a highly competent population, continue carry out the family planning policy and well-coordinate population development, economic development, social development, resources development and environments development.
