The rapid development of the economic society and the increasingly improvement of people's living standard have resulted in the increasingly obvious unbalances not only of economic development in different areas and different groups of people, especially between the rural and urban areas, but also of the development of education in different areas, between the rural and the urban areas, between different schools and groups of people, especially in school conditions, investment, faculty level, and education quality. Educational balance is the foundation of a harmonious society. Therefore, it is significant both in theory and in practice to form a new scientific concept of balanced development of education and to innovate and consummate the theory of the balanced education development through a profound exploration into educational theories and investigation into educational practice and then , based on the predecessors'research achievements, reflecting on them to study and reveal the essential connotation, extension and value orientation of the balanced development of urban and rural compulsory education.The paper aims to enrich and develop the theories of balanced development of education by making a contrastive and empirical research, to clarify some vague understandings, to explore a standard system practicable for China's balanced development of urban and rural compulsory education, to establish a scientific concept of it and a scientific mode for the practice of it for reference.The paper consists of six chapters.Chapter One, the introduction, analyzes the research background, elaborates the current research situations in this field at home and abroad, introduces the goals, priorities and methodologies as well as the innovation and the deficiency of the paper.Chapter Two makes a general analysis of Chinas'balanced development of urban and rural compulsory education, in terms of both the foundation of theories on the balanced development of urban and rural education and the negative impact of unbalanced compulsory educational development between urban and rural areas. Chapter Three mainly introduces the current situation of promoting the balanced development of urban and rural education in Nanhu District, focusing on the differences between urban and rural compulsory education in Nanhu District. Based on the investigation into and the analysis of the rural and urban educational development in Nanhu District, it is held in this chapter that policies and systems, financial investment, level of urbanization of the rural area, construction of the faculty level in schools, education in information technology, etc. are the primary factors which are hindering the balanced development of urban and rural compulsory education of Nanhu District.Chapter Four states the practice of the balanced development of urban and rural education at home and abroad and reviews the references of the domestic and international practice in such countries as Korea, England and in places like Qingdao, in promoting the balanced development of urban and rural education of Nanhu District.In Chapter Five, based on the investigation into the current situation and analysis of the restrictive factors, the author presents the countermeasures and suggestions on promoting the balanced development of urban and rural education of Nanhu District in the aspects of policy, investment, teaching faculty construction, information technology and collectivization. 1.Policy guidance: to perfect corresponding policies, rules and regulations. 2. Investment guarantee: to establish the same investment system in both rural and urban areas. 3. Teacher-centered philosophy: to construct high quality faculties both in rural and urban areas. 4. Technology promoting: to promote balanced development of compulsory education in rural and urban areas with education informationization. 5. Collectivization school-running: to explore new approaches to balanced development of compulsory education in rural and urban areas.Chapter Six carries on the review and summary of the full text and concludes the main point of the paper.
