How to make all the children share the same piece of blue sky and let every child enjoys balanced education resources is expected by millions of families. It also lets people share the fruits of the important reform. The balanced development of compulsory education relates to the fair education, the quality of education, and vital benefits of parents and students. However, the balanced development of compulsory education is the main problem in current education. The balanced development of education relates to the vital benefit of every family. For an individual, it relates to the development of every child, influencing a person's whole life. For society, it directly influences the fairness and justice of society. How should we deal with this problem?Yuan Guiren, minister of Educational ministry, says that we try to achieve balanced development of compulsory education in our country by 2020. The basic features of compulsory education is obligatory, free and widespread. The compulsory education is a basic public service provided by the government to the citizens. Therefore, the balanced development of compulsory education is the key to improving the fairness of education.Tongling City in Anhui is known for its copper resourses. The city has attracted people's widespread attention in recent years because the balanced development of compulsory education in Tongling creats a "Tongling Pattern". The mode that educational resources are reasonably equipped, education is fairly developed and educational methods are reformed is called "Tongling Pattern" by the state ministry. Through dozens of years' reform and exploration, the schools in Tongling differ not in the teaching quality but in the distance. Here, people can't see the so-called "choosing school" phenomenon. Students here study happily and grow up healthily in fair surroundings. Compulsory education in Tongling makes some achievements in a certain region. The thesis states successful experience and innovation of the balanced development of compulsory education in TongLing by discussing the balanced development of education theoretically and using the related theory. Through comparative and empirical research, on one hand, further enrich and promote development theory of balanced education and explore the urban and rural balanced development mode which suits our county. On the other hand, establish scientific theory and practical mode which provide instructions and experienced examples for the urban and rural balanced development, and hopefully provide useful reference and guidance to the development and reform of balanced education.The thesis is divided into six parts. In the first part, analyse the significance of balanced development of compulsory education theoretically and practically. Analyse the opinions of experts and the research tendency from home and abroad; In the second part, state the theoretical basis and basic connotation of the balanced development of compulsory education; In the third part, have a brief review to the process of the development of compulsory education in our country.In the fourth part, describe the current development situation of compulsory education in Tongling. In the fifth part, analyse the balanced development of compulsory education in Tongling and sort out its innovative aspects. Meanwhile, find out existing problems and weaknesses.In the sixth part, according to the current development situation, put forward some ideas and counter plans and make compulsory education in Tongling develop in depth.Most of the data in the thesis is extracted from Anhui education annual report,2009 and Tongling education statistics annual report,2009. Due to writer's limited level and lack of some data, mistakes in the thesis are unavoidable, and expect every expert and reader to point out and correct them.
