In 1989, the State Board of Education promulgated the "University Archives Management Measures". Since then, the Ministry of National University has the first records management regulations, " University Archives Management Measures " change the initial in the university distributed file management, their own ways of the situation and gradually make the archives of scientific management took to the track. In 1993, the State Education Commission has promulgated and implemented the "University Archives norms" and "University Archives Entity Classification" to further promotes the building of the university archives of all aspects of business standardization process.With the economic, social and rapid development of higher education, University Archives of the connotation and extension of the profound changes have taken place; the traditional management of University Archives is facing new challenges. It is the regulatory documents to promote the scientific development of University Archives; it also has great significance of improving higher education and economic Ability and level of social development.This paper attempts to discuses the background, features and practical significance of the new "University Archives Management Measures ", and intends to example in Anhui Province to describe the current problems in university archives.
