The article utilizes methods of literature review, questionnaire, mathematical statistics, interview, logical analysis, and etc. to make an investigation and analysis of teachers, investment of physical education, facilities of playgrounds, the status quo of physical education and amateur physical education in rural areas, which are based on the case study of Shucheng County. The analysis of the research results can be categorized into the following aspects.Firstly, the number of physical education teachers in junior middle schools of Lu'an City has reached the requirements of national standard. While, there is a big difference between schools of remote area and towns and the schools in the city. Par-time teachers take up 36.4% and the number of female teacher is seriously insufficient. The majority of teachers are youths who have higher degrees but comparative lower professional titles and weak awareness of doing research. There is also discrimination and unfairness in salary, promotion and other interests for physical teachers. Teachers'passion for teaching has gradually decreased and teachers are intends to find other kinds of jobs, which becomes a serious education phenomenon.Secondly, the money invested into Lu'an rural junior middle schools is far away sufficient. There is a phenomenon that many schools are short of physical education facilities that have negative influence on teachers'passion and are detrimental to the development of physical education in Lu'an rural junior schools.Thirdly, there are only two periods for P. E. class every week for Grade 7 and Grade 8 of junior middle schools in Lu'an rural areas. While, the rate of starting P. E course in Grade 9 is only about 50%, there is about 65% school that do not open course for P. E. theories. There is a phenomenon that P. E. class that often replaced by other subjects. There are some problems with teaching plan, teaching documents that cannot deal with the teachers'teaching. Teachers have a lot of casualness to evaluate students'performance in the course.Lastly, the rate of doing morning exercises in junior school in Lu'an rural area varies. The frequency can be divided into three types:continuously, occasionally and never. The rate is 25%,20% and 55%. The schools of three different frequency of exerting morning exercise are 65%,20% and 15%. Extracurricular P.E. course for 3 to 4 periods is only 5%. The schools implementing 1 to 2 periods take up 35% and 60% schools will never do. The extracurricular P.E. classes are not sufficient according to the curriculum, and the rate of opening school sports events is extremely low.Considering factors mentioned above, the article put forward some strategies combining the status quo of junior schools of Lu'an rural areas.a). the administrative of schools and educational department should change ideas and attach importance to the health building of the youths. b). the government should invest more money into to P. E. courses and improve the teaching facilities and playgrounds.c). the administrative should add more professional and qualified teachers and build up a reasonable teaching group.d). P.E. teachers should enhance their self-consciousness and improve their teaching standards.e). the government and relevant departments in charge should strengthen supervision and schools should improve their teaching management.
