"Physical Education and Health Curriculum Standards" which was formulated in July, 2001 establishes the principle of "health first". It clears the directions and objectives of Physical Education --- to make students truly become the main body of classes and to promote students'active participation in sports and health education.Although the traditional concepts of education and teaching have changed since the implementation of the new curriculum, the majority of PE teachers still have a shallow understanding which prevents the training of students'self-awareness of active participation and learning abilities. It is necessary to do much strategic research about promoting students'active participation in sports and health education in junior middle schools.The author carried out the research from the following four aspects:investing the current situation, analyzing problems, building theories and doing strategic research. The following methods like literature analysis, experts'interviews, questionnaires, mathematical statistics, action research and case study were used in this research. Based on the contemporary educational theory, Physical Education and Health Curriculum in Junior Middle Schools of Changzhou City were studied which was also in the guidance of the concepts and requirements of reforms and using the theoretical study of courses for reference in order to promote the "active participation" in physical education.Focusing on the issue of "active participation" in PE learning, teachers and students from five junior middle schools of Changzhou City were investigated. The investigations included the current situation of "active participation" and physical satisfaction, students' active participation in learning objectives, learning contents, learning methods and evaluation. And the factors of active participation from students in physical education were analysied. According to the survey results, the author did the theoretical explanations and built strategies for promoting active participation from the sports learning (teaching) target level, physical education (teaching) content level, physical education (teaching) method level, physical education (teaching) to evaluate levels of sports and health education in middle schools. In the guidance of above teaching, the author did case studies. The author tried to summarize the curriculum theory and implementation of strategies about active participation in sports which can help students learn to promote the new curriculum to provide reference for its further promotion.
