Along with the information technology development, the university information education also had the considerable development. The university information teaching is an important part of the information education. Scientific and reasonable appraisal to the university information teaching quality has the important meaning for guiding information education health, fast, order development. But now the appraisal work of university information teaching quality is still in the stage of exploration and there is no unified standard. Therefore, the important thing for information-based teaching research is to discuss university information teaching quality appraisal.Based on the reality of our university in formation teaching, by a large of relevant literatures and expert interview, this paper states the connotation of the information teaching quality and extracts the factors effecting on our country's university information teaching quality, mainly including:teachers, students, teaching content, teaching environment, and other factors. Based on multiple intelligent theory, the formation appraisal theory, the development appraisal theory and postmodern appraisal theory, and combined with the principle of information teaching quality appraisal, it mixes the methods of literature research and expert appraisal method, determines the university information teaching quality appraisal index and weight, which includes 4 first-level targets,10 second-level targets and 29 third-level targets; The appraisal subject includes:teachers, students, teaching managers. Aiming at the characteristics of university information teaching quality appraisal, this paper also puts forward some new appraisal methods and means, such as teachers self-analysis scale, teaching blog, teaching taped system, campus BBS investigation, network teaching appraisal record statistical, multimedia management system, the student electronic portfolio, etc. and constructs the university information teaching quality appraisal model. Finally, this paper gives the strategies for the development of university information teaching quality appraisal, mainly including:Enhancing the construction force of university information teaching quality appraisal institution; Clearing basic task and implementation principle of university information teaching quality appraisal; Attentioning to the fusion of university information teaching process and quality appraisal; Implementing comprehensive appraisal of multiple appraisal body and appraisal criteria; Valuing appraisal information collection and standardized operation; Correctly Treating university information teaching quality appraisal results.This paper also analyzes and studies the information teaching quality appraisal work in Nanjing Normal University, and finds that the proposed appraisal methods and means, the appraisal strategies can be reflected in its practice. The proposed our country university information teaching quality model and appraisal strategies have great reference value and the reference for theory researchers and practitioners who work at university information teaching appraisal.
