With the increasing recruit students scale, higher education in China has been entered the stage of"Mass Higher Education". Especially, as a result of the postgraduate student expansion of enrollment in 2004, the number of the postgraduate increased rapidly, which has caused wide public concern on the quality of postgraduate education.Minority postgraduate of universities for nationalities is a special group of training of postgraduate students. As the universities for nationalities without adequate consideration to the distinctive features of postgraduates, postgraduates'weak knowledge and ability are ignored, compensate education do not be conducted scientifically. Instead, the minority postgraduates learn the same teaching content and accept the same teaching approach as other postgraduates. In the management of minority postgraduates, particularities and differences between minority postgraduates and common postgraduates are taken little account and non-discrimination of management is carried out. Meanwhile, the group of the minority postgraduates was ignored by society and administrative departments and effective supports and measures do not be offered by them. To some extent, this makes the qualities of minority postgraduates without guarantee.Given this background, the article started from the proposed objects of study and research ideas by means of materials collection, questionnaires, interviews and other research methods. Sort of related conceptswere defined and relevant research results were reviewed with the help of the summarization,analysis , investigation and related literatures. Total Quality Management (TQM) and theory of internal quality assurance are synthetically applied to discuss and study the training process of minority postgraduates of universities for nationalities generally. Expecting through this way to gain quality assurance model of minority postgraduates, especially methods and strategies, related to the process of cultivating minority postgraduates, to ensure the qualities of the minority postgraduates. The significance of this paper is it.To solve the quality problems occurred in the process of training minority postgraduates, the study first analyse the result of the investigation and find the problems in the education of minority postgraduates, and then get five big factors including the material conditions, curriculum, management, the guide of tutor, and the legal reasons, all of which affected qualities of education , in the process of training minority postgraduates. Next, the problems in the curriculum, content of classes, and the way of teaching were discussed. Thirdly, the problems of the universities management and tutors are discussed in detail in the process of training minority postgraduates. At last, the cause of the problems was found out through the analysis of the legal reasons of students which foreshadowed corresponding strategies for ensuring and enhancing the qualities of minority postgraduates education. At the last part of the study, effective strategies and advises of assurance of interior quality in process of the universities are put forward which forms a Guarantee Mechanism to enhance the qualities of training minority postgraduates, aimed to the goal of School management is the premise , curriculum is the core and teaching, mentoring and coaching is the key, individual graduate students is the fundamental.Although the recruit student scale of minority postgraduates is small, it is still a part of national graduate students education system. The level of quality of graduate education plays an important role in promoting the qualities of the whole postgraduates. Because it is loaden with the training goals of higher education closely related to the development in the regions of nationality. Therefore, the training of minority postgraduates is self-evident. The study of the process of the training minority postgraduate students plays positive effects and promotes the qualities of education.
