Research On Mechanism Of Professional Skills Training For Returning Rural Laborers In The Middle Region

The outbreak of international financial crisis resulted into the "returning to countryside tideway". Therefore, the professional skills training of rural laborers returning to countryside is significant. Under the conditions of market economy, the fundamental guarantee of increasing rural laborers'income is to improve their human capital, so professional skills training for rural laborers returning to countryside is an important method for improving their overall quality and expending their value as human capital.However, professional skills training for rural laborers returning to countryside is rather a complicated systematic project involving lots of factors such as governments of varied levels, society, companies, training facilities, rural laborers, etc. Since these components among themselves are presenting a complex structure which may be in contradictions or discords, the development of professional skills training for rural laborers returning to countryside will be hampered. So it is essential to research and reestablish the mechanism of professional skills training for rural laborers returning to countryside to integrate these factors, which ensure that they could be interacted and interdependent. Though at present there are some researches on professional skills training for rural laborers returning to countryside, it is still at the initial stage and not systematic, there also are some problems and drawbacks which should be solved. This article sample interview and investigation on rural laborers of Hubei, Hu'nan and He'nan province, research the situation of professional skills training for rural laborers in the middle region, probe into the problems, and then reestablish the mechanism of professional skills training for rural laborers returning to countryside from four aspects as follows:innovate invest mechanism, strengthen encourage mechanism, improve operating management mechanism and consummate evaluation mechanism. Based on accelerating the development of professional skills training for rural laborers returning to countryside, the article try to construct the mechanism system by taking countermeasures of consummating training legal policy and environment, expanding diverse methods for investing, innovating relevant system for moderate city and country, improve system of occupation qualification certificate.
