The integration of production and education and school-enterprise cooperation is not only the basic mode of running vocational education,but also the most prominent advantage of running vocational education and the key to running vocational education well.In order to thoroughly implement the spirit of the 20 th National Congress of the Communist Party of China and place the promotion of high-quality development of modern vocational education in a more prominent position,the General Office of the CPC Central Committee and the General Office of the State Council issued the “Opinions on Deepening the Reform of the Construction of Modern Vocational Education System”,clearly pointing out that it is necessary to build a central-local interaction,regional linkage,government,industry,enterprise,school coordinated development mechanism,encourage and support provinces(autonomous regions,municipalities directly under the Central Government)and key industries to combine their own characteristics and advantages in modern vocational education system construction reform to take the lead in trying out,breaking through first,demonstrating and leading,forming a good ecology with sufficient system supply,strong condition guarantee and deep integration of production and education.It is a historical mission given by the times for local governments to actively participate in school-enterprise cooperation and provide necessary institutional guarantees for it.Secondary vocational education is the foundation for building a high-quality vocational education system.In recent years,with the strong support of the government,Tianjin’s secondary vocational education has achieved remarkable results in teaching reform,student development and social services.However,the government’s performance of its responsibilities in school-enterprise cooperation in secondary vocational education is still insufficient,which has hindered to some extent the improvement of the quality of secondary vocational education.At present,scholars’ research focuses more on school-enterprise cooperation in higher vocational education,and further research on school-enterprise cooperation in secondary vocational education is still needed.Based on the construction of a short-term and long-term benefit matrix for school-enterprise cooperation,this article analyzes the necessity of the government to fulfill its responsibilities reasonably in the process of school-enterprise game.Combining interviews with government and school-enterprise representatives participating in cooperation,and consulting relevant policy documents,statistical yearbooks,and work reports issued by the government,this article analyzes the current situation of the Tianjin government’s fulfillment of responsibilities.At present,although the government has played a practical role in policy supply,funding input,and group-based schooling in the school-enterprise cooperation of Tianjin vocational education,there are problems such as lack of regulations,imbalanced funding input,and difficulty in achieving school-enterprise supply and demand docking in fulfilling school-enterprise cooperation responsibilities.Based on relevant theories,this article analyzes the reasons for the problems: multi-domain cross-border leads to lack of regulations,path dependence leads to imbalanced investment in school-enterprise cooperation funds,and poor coordination leads to structural mismatch between school-enterprise supply and demand.Then,drawing on the effective fulfillment behavior of governments at home and abroad-a sound legal system,a sound funding input mechanism,and clear division of labor for overall coordination-this article proposes countermeasures for optimizing the Tianjin government’s promotion of deep cooperation between vocational education schools and enterprises: scientific legislation and law enforcement to make up for system deficiencies,Optimize resource allocation to improve efficiency,coordinate and guide to help balance supply and demand.It is hoped that this will improve the government’s fulfillment of responsibilities in school-enterprise cooperation,create a good external environment for school-enterprise cooperation in Tianjin vocational education,and enable vocational education to better serve the transformation and upgrading of Tianjin’s manufacturing industry and regional economic development.
