In the last century, China began a large-scale expansion of higher education, but there was a difficult issue of employment. Many scholars have analysed reasons for the employment difficulty of college students on different angles and different professional. However, few scholars concerned about Education-Job Match of graduates in the context of the massive expansion of higher education. What graduates'job don't match with their learning makes that the large number of professional human capital has not been used, resulting in waste of social resources. In addition, if college graduates'jobs do not match with the study seriously, then graduates, employers and the whole society will question the function of university education training specific human capital.Based on this,the study has probed into why arts graduates'professional counterparts rate is low. And then discuss and give suggestions. The study chooses arts graduates, teachers of University Career Center and personnel managers of enterprise as a research objects. With depth interview to collect information,and then analyses, induces, integrates the information by the way of coding of the grounded theory. The study's main discovery is the model named"arts graduates'low professional counterparts rate", and the discussion as follows:First, to generate the model named arts graduates'low professional counterparts rate. Based on the information's analysis, induction and integration, this paper presented that the model includes five parts. They are causal conditions,center phenomenon, strategies, macro context &?microscopic context,and results.Secondly, to put forward some suggestions for arts graduates'low professional counterparts rate. To the arts students, the suggestions includes these: draft career planning, train basic quality. To the universities, the suggestions includes these: market-oriented admissions, strengthen applied knowledge, adhere to the aims of education. And the government should provide assistance for students'fieldwork, besides, actively guide the university's enrollment.
